President Ferdinand 'Bongbong' Marcos Jr. believes it is time to resume the full implementation of face-to-face classes.

In his first State of the Nation Address (SONA), Marcos directed the Department of Health (DOH) and the Department of the Interior and Local Government (DILG) to pursue another rollout of booster shots against COVID-19 ahead of the opening of the School Year 2022-2023 next month.

Marcos likewise ordered the Department of Public Works and Highways (DPWH) to ensure that classrooms are in better condition and are enough for the number of students enrolling for the coming school year.

“Though some complications have arisen in the repair of school buildings in relation to the Mandanas-Garcia ruling, these will be ironed out,” he said.

The Mandanas-Garcia ruling resulted from the 2013 petition by former governors Hermilando Mandanas of Batangas and Enrique Garcia Jr. of Bataan before the Supreme Court on local government shares on internal revenue allotment.

According to the petitioners, local government unit shares should include all national taxes.
